Rare Vintage Retro Halloween Bethany Lowe Dept 56 Figurine JOL Head Red Jacket

  

This mystery figurine is driving me nuts because I can't figure out who made him. Google lens has failed me: no comps found. Great design and tall at 13!

(6" wide by 4" or so deep). No maker's mark, no date. Checkerboard base design looks handpainted, as does the head.

And the cat hanging by a wire strap is just super cool. Some minor wear here and there but overall seems to be in nice shape. Red jacket with black edging and buttons, black bowtie, striped pants in green, khaki, purple, blue and beige. Orange and black checkerboard square base with green felt on the bottom. Could be made from resin but feels more like clay. If you know more please write!
