Vintage Rare Nell Spots Halloween Framed Party Hat Paper Sheet

  

Condition of the party hat is very good but the frame does have nicks on the front and black paint coming off the back. It is orange, yellow, green, white, red and black in color. The frame is blackish grey. It measures 16 1/2" tall, 13 1/4" wide and 1 1/2 in depth.
